As a pragmatic practitioner of international people-to-people exhcange, Harbour International Education Technology Co., Ltd., ever since its inception, has been comitted to introducing high-quality international educational resources into China, integrating and optimizing them, shaping the once scarce educational resources into ones that are afforadable and convenient for Chinese youth with ambitions to venture further. For a timespan of eight years, Harbour Education has been proactively constructing platforms of exchange and facilitating in-depth collaboration for a multiplicity of universiteis, both domestic and overseas, international organizations, experts and professors, and education institutions. Such efforts have been conducted so as to boost the "Double First-Class" Initiative of Chinese higher education and the development of both the internationalization and opening-up of education and to ensure Chinese students grow into the pillars of their homeland with both profound patriotism and international visions.
China Center for International People-to-People Exchange (hereinafter referred to as CCIPE) is a public institution affiliated to the Ministry of Education of the People’s Republic of China. Established in 2017, the functions of CCIPE mainly include the following aspects:
-- carrying out policy research and basic research on people-to-people exchange, participating in top-level design of people-to-people exchanges between China and other countries,.
--taking part in the organization and arrangement of high-level meetings on People-to-People Exchange Mechanisms, bilateral conferences and activities;
--coordinating the connection and communication with foreign committees, of the high-level People-to-People exchange mechanisms and also Chinese member organizations as well as Chinese local governments;
--organizing and implementing programs of international People-to-People exchange mechanisms;
--conducting professional training in relevant areas and international cooperation; --building a variety of platforms for international People-to-People exchange between China and other countries;
--providing services to institutions and organizations engaged in international People-to-People exchange;
--promoting publicity of international people-to-people exchange policies, and following up, collecting, promoting and introducing to the public the outcomes of people-to-people exchange mechanisms;
--accomplishing other related work entrusted by the Ministry of Education, departments concerned, local governments, universities, colleges and schools at all levels.

The world today is undergoing unprecedented changes not seen in a century. Humanity has entered an era of interconnectedness, where the interests of all countries are closely related, and their destinies are tightly linked. Global threats and challenges require strong global responses. In September 2020, President Xi Jinping, at the 75th anniversary of the founding of the United Nations, called for "adhering to consultation, contribution, and shared benefits, jointly maintaining universal security, sharing development achievements, and collectively shaping the world's destiny." He emphasized the need to "significantly increase the representation and voice of developing countries in the United Nations to more equitably reflect the interests and wishes of the majority of countries."
President Xi's vision for global governance, which advocates for building a community with a shared future for mankind, injects contemporary momentum into the transformation of the global governance system. International organizations are the main platforms and significant forces for conducting international cooperation and global governance. The cultivation of high-level internationalized talents is crucial for deepening cooperation between China and ASEAN as well as other developing countries, jointly addressing challenges, actively promoting multilateral diplomacy, deeply participating in global governance, and maintaining the discourse power and equality of all countries in international organizations. This has also become an important mission of global higher education in our time.
Currently, many countries and international organizations have proposed new ideas, formulated new plans, and taken new measures regarding this. UNESCO has also released relevant documents to guide member countries in their talent cultivation efforts. In 2020, the China Center for International People-to-People Exchange of the Ministry of Education initiated the "Innovation and Practice Programme for the Cultivation of High-level Internationalized Talents" (hereinafter referred to as the Programme). Focusing on the core of talent cultivation models, the Programme addresses five key areas: awareness cultivation, curriculum development, academic innovation, internship practice, and faculty training. By integrating high-quality educational resources, it has pioneered a comprehensive training system of "lectures-courses-practical training-academic research-placement," providing services to capable and willing universities.
So far, the Programme has attracted 101 Chinese higher education institutions, benefiting over 400,000 teachers and students, helping these institutions solidify the foundation for talent cultivation and accelerate the training of high-level internationalized talents.
